asked the Prime Minister which factors which determine the level of public sector pay are within the control of central Government; and which are not.

The Prime Minister

The Government determine, to the extent that they are directly involved and within the limit of the relevant statutory authorities, the amount of money available by means of grant, subsidy, cash limit or borrowing powers as appropriate. The level of pay in question is determined in negotiations conducted by the public sector employers concerned with due regard, where relevant, to their other powers of raising revenue.
