asked the Secretary of State for Trade if he will make it his policy to advise manufacturers making a complaint of dumping to his Department also to approach the Director General of Fair Trading in respect of the extent to which the sale and distribution of dumped goods within the United Kingdom restricts, distorts or prevents competition.

No. It is already the practice of my Department to advise applicants for anti-dumping action of alternative remedies to their problems where anti-dumping action does not seem appropriate. Automatic reference of all dumping complaints to the Director General of Fair Trading would not be helpful.
