§ Mr. HayhoeEnvelopes marked "On Her Majesty's Service" should be used only for official business. Under the official paid system Government Departments paid postage charges on such envelopes bearing the franked medallion. On 3 July 1980 the then Minister of State, Civil Service Department announced that the official paid system would be replaced by public posting methods to improve the control of postage costs by Departments.—[Vol. 987, c. 639.] That change will be completed by 1 April this year.
