§ Mr. Kenneth ClarkeAll these towns stand on roads that are the responsibility of Staffordshire county council as local highway authority. The county did not list any of them among its priority schemes for capital investment in its most recent bid for grant. However, as my hon. Friend146W will know, the Government intend to give high priority to investment in bypasses and relief roads and I took this priority into account in deciding the allocations of accepted capital expenditure in this year's transport grant settlement.
