Mr. Arthur Lewis

asked the Lord Privy Seal (1) whether he will make it a condition of supplying aid and assistance to the Government of Zimbabwe that they do not practise racial discrimination in the appointment of persons to Government and other public appointments;

(2) whether he will make it his policy not to grant aid to former British territories that advertise employment on a racially restrictive basis.

No. I do not have any evidence that the Zimbabwe Government practises racial discrimination in making public appointments. In any case, British aid is provided on the basis of a country's developmental needs; not on its recruitment or employment policies.
