§ Mr. MacGregorThe English Industrial Estates Corporation does not provide factories in new towns. As regards the private sector, details of industrial development certificates issues by the Secretary of State for Industry authorising the building of advanced factories in new towns could not be obtained without disproportionate expense.
The construction of factories by new towns development corporations is a matter for my right hon. Friend the Secretary of State for the Environment.
