§ Mr. Winnickasked the Prime Minister whether she plans to hold any consultation with the President of the United States of America following the proposals of the United States Government to manufacture chemical weapons.
§ The Prime MinisterNo. The United States Government have made clear that their decision to modernise their limited and ageing chemical weapons stock was taken in the face of the massive Soviet chemical weapon capability and the persistent Soviet refusal to accept adequate verification measures necessary for a comprehensive ban on production and stockpiling of chemical weapons. It remains the British Government's view that such a ban is highly desirable.
