§ Mr. Gwilym Robertsasked the Secretary of State for the Environment what study he has made of the proposal contained in the report "Domestic Energy Conservation and the U.K. Economy" published by the Association for the Conservation of Energy, for the introduction of a large scale and comprehensive rolling 17-year programme of improvements to existing homes at a rate of 500,000 homes a year; and if he will take steps to introduce such a programme in order to increase conservation and to create jobs.
§ Sir George YoungI have read the report. I am pursuing, in concert with my right hon. Friends the Secretaries of State for Energy and Social Services, an energy conservation policy based on the realistic pricing of energy; backed up with grants under the homes insulation scheme to encourage cost effective loft insulation, help for those most in need, research, as well as information and advice to consumers.
