§ Mr. Wyn RobertsNo formal lease exists between the Welsh water authority and the Severn-Trent water authority over the use by the latter authority of the Foel tower and tunnel, filters, treatment works and that part of the aqueduct within the WWA's area. In the meantime, the Severn-Trent water authority is paying all the costs associated with this property, such as rates, maintenance and loan charges and, in addition, have paid to the Welsh water authority over the last three years the sum of £1.3 million a year for the water it takes from the reservoirs.
