Mr. Dewar

asked the Secretary of State for Scotland what was the total exceptional expenditure incurred in terms of Scottish Development Department circular 18–1978 by local authorities in each year since the circular was issued; and if he will give a breakdown of the total in terms of expenditure incurred for each year in connection with (a) snow clearance, (b) damage to housing and (c)damage to roads.
