§ Dr. BoysonThe existing dual system of GCE O-level and CSE examinations has a number of unsatisfactory features which are in need of reform. My right hon. Friend also sees the need to establish a new pre-vocational qualification for young people of moderate ability who stay on in full time education beyond the age of 16.
