§ Mr. Foulkesasked the Secretary of State for Education and Science if he will make a statement on the negotiations with the authorities in the Channel Islands regarding increased payments for students from those islands undertaking full time further education in the United Kingdom; at whose initiative these negotiations took place; whether the revised terms will be submitted for approval by (a) Parliament and (b) the States of Jersey and Guernsey; whether any similar negotiations are contemplated with the authorities for the Isle of Man; whether the islands' authorities have agreed to make any financial contributions for previous years; and how the terms offered now to students from the Channel Islands and the Isle of Man differ from the terms offered to students classed as foreign.
§ Mr. WaldegraveI refer the hon. Member to the reply given by my right hon. Friend to the hon. Member for Wokingham (Sir W. van Straubenzee) on Thursday 10 December.—[Vol. 14, c. 458–59.] The negotiations were initiated by the Government as part of a comprehensive review of costs and charges in relation to the Channel Islands and the Isle of Man. The revised terms will be subject to approval by the island authorities and the applications of the payments received as appropriation in aid will be submitted to Parliament for approval in the Supply Estimates. Island students will continue to be classed as home students for tuition fee purposes, and fees paid to institutions will be at the home rate.
