asked the Secretary of State for Northern Ireland what are the regulations governing those eligible to sponsor employer-based schemes in the youth training programme; and what individuals or groups are excluded from sponsoring schemes under the programme.

Employers wishing to offer employer-based places under the youth training programme must meet the YTP criteria for schemes. Each proposal must generally:

  1. (i) provide for the vocational and personal development of young people in the 16–17 age group;
  2. (ii) contain essential elements of broad based job sampling, specific training and further education;
  3. (iii) provide proper arrangements for supervision;
  4. (iv) provide for each young person an appropriate introduction to the YTP, and induction to the specific scheme;

  6. (v) provide appropriate arrangements for appraisal, guidance and counselling of all participants and arrange for the progress of each participant to be recorded, reviewed and assessed.

The Department of Economic Development is prepared to consider suitable proposals from all employers and potential sponsors of employer-based schemes who can fulfil these criteria but, in line with practice in Great Britain training schemes, will not approve any scheme sponsored by a political party.
