asked the Secretary of State for Social Services whether it is his policy that hospitals dealing with a significant proportion of patients from outside the hospital's health authority should be proportionately funded by those health authorities which send patients to such hospitals.

Mr. Kenneth Clarke

As recommended by the resource allocation working party the target allocations of health authorities take account of the net costs of treating patients who cross administrative boundaries. The funding of individual hospitals is a matter for the managing authority.
