asked the Secretary of State for Transport whether he intends to vary the specification for asphalt compaction in road making to enable the degree of compaction to be the dominant factor.

Present specification policy for the compaction of asphalt in truck road construction is to require compliance with the provisions of British Standard specification 594. This is currently being revised by BSI, and I cannot anticipate its new recommendations. Proper compaction is one of many essential requirements of the asphalt specification.
