§ Mr. RaisonNo reliable estimates are possible. The extent and rate of cable development will be determined by many factors, including investors' assessment of the market for cable services and the nature of the requirements which those who instal and operate the systems will have to observe. The White Paper setting out the Government's detailed proposals will be published in the early part of next year.
