§ Dr. VaughanA large number of people and organisations have commented on the draft rules since they were published in September.
Some of the comments related to detailed drafting. Others have raised more substantial matters which we will need to consider fully. Finally, several comments were based on a misunderstanding of the intention behind the revision.
Meetings are taking place between officials and outside interests and I expect to make decisions on the rules in the new year.
