§ Mr. Wheelerasked the Secretary of State for Foreign and Commonwealth Affairs if he will make representations to the Government of the Union of Soviet Socialist Republics concerning Iosif Begun, a Jewish engineer and mathematician, who was arrested on 7 November, and has variously been denied his rights to free expression under the Helsinki agreement.
§ Mr. HurdThe leader of the British delegation to the CSCE review meeting in Madrid referred to Dr. Begun in a speech at a plenary session on 7 December.
