§ Mr. BlakerNone. Issues of national security are the responsibility of the Government, not of local authorities. We will continue to fulfil that responsibility by striving to prevent war through effective deterrence, while working for multilateral disarmament. The action of these local authorities can only suggest to those who threaten us a lack of resolve to defend ourselves.
