§ Mr. SproatThe present noise abatement measures are designed to minimise the disturbance caused by aircraft using the London airports. We could not eliminate aircraft noise over Ealing and West London without increasing significantly the disturbance caused to others or imposing unacceptable constraints on the operation of Heathrow and thus on the aviation industry.
