Mr. Frank Allaun

asked the Secretary of State for the Environment by how much the housing investment programme for Salford has been reduced in the coming year compared with the current year (a) in money terms and (b) in real terms; and if he will state the reasons for the reduction.

Salford's housing investment programme allocation for 1983–84, excluding housing and non-housing receipts, both of which are available to increase their housing capital expenditure, is £24.140 million. This represents a reduction of 15 per cent. in money terms and 19.8 per cent. in real terms on the council's original allocation for 1982–83. This reduction is attributable to the share of the regional allocation distributed to the North-West region and to Salford under the general needs index for 1983–84 and to the Department's assessment of Salford's needs relative to other authorities in the North-West.
