§ Mr. RaisonSeventy cases against the United Kingdom which involve matters for which my right hon. Friend is wholly or primarily responsible are currently outstanding before the European Commission of Human Rights. Of these, 30 cases involve immigration controls or procedures, 30 cases concern rules or procedures in penal institutions and 10 cases cover such issues as criminal justice procedures, the detention of mentally-disordered offenders and the law on privacy.
