§ The Prime MinisterThe time available to President Reagan to visit the Palace of Westminster is very limited. The ceremony of the address is a formal occasion and it follows precedents established during earlier visits of this kind. Whilst it provides the only opportunity for him to make a major speech during his visit, it would not be appropriate to arrange a question and answer session.
