§ Mr. Steenasked the Secretary of State for the Environment if, in view of his special responsibilities for Merseyside, he will facilitate proposals to develop a conservation area for Clayton Square, Elliott Street, Church Street, Charlotte Street, Cases Street, Ranelagh Street, and Parker Street, Liverpool; and if he will make a statement.
§ Mr. Heseltine[pursuant to his reply, 6 April 1982, c. 320–21]: It is primarily for Liverpool city council to judge whether this area justifies designation as a conservation area. I would exercise my power of designation only in very exceptional circumstances. I do not consider it would be right for me to contemplate doing so in advance of the expected public local inquiry into the current compulsory purchase order.
