§ Mr. RidleyAbout 35,000 blind people currently claim the blind persons allowance, of whom, it is estimated, about 30,000 will have sufficient income in 1982–83 to benefit either wholly or in part. Of the latter, it is estimated that approximately 90 per cent.—that is, about 27,000—will benefit in full.
