asked the Secretary of State for the Environment why the urban aid grant paid by his Department to the Haringey Disablement Association is payable for one year only; and how many other urban aid grants to voluntary associations are similarly restricted to one year.

The proposals put forward by Haringey Disablement Association were innovative and the project merited grant aid to help it get established. Given the constraints on resources, however, it was considered that in the longer term the association should seek alternative sources for the funding of its revenue costs. Grant-aid was therefore approved for the capital costs of setting up the project plus one year's revenue support. It will be open to the group to apply for further funding under next year's circular if it so wishes.

Under urban programme circular 22, five other voluntary sector projects also received grant-aid for only one year.
