For 1978–79 and 1979–80, allocations were made in three blocks. The allocations quoted for those years are for block 1 covering land acquisition, new building, slum clearance, renovation of authorities' own stock and acquisitions. From 1980–81, a single allocation has been made for all housing capital expenditure. Authorities are also free, from 1 April 1981, to increase their allocations on account of capital receipts—or the prescribed proportion of those receipts.
