§ Mr. Kenneth ClarkeAs the White Paper on Public Expenditure—Cmnd. 8494—indicates, £85 million will be allocated for joint financing in 1982–83. This is an increase of about 6 per cent. in real terms on the sum allocated for 1981–82. The unspent balance of the sums allocated in the years 1976–77 to 1981–82 amount to approximately £12 million; this is available to be added to the allocations for 1982–83 and subsequent years.
