asked the Secretary of State for the Environment how much rate support grant was paid, or is expected to be paid, to the city of Manchester, in constant prices, in each financial year from 1974–75 to 1982–83.

* It is not possible to make a useful comparison of the figures for 1981–82 and 1982–83 with those for earlier years, since under the old system, Greater Manchester metropolitan county obtained all rate support grant by precepting on that paid to its constituent districts. It now receives

its own allocation of block grant, and the grant paid to the city of Manchester has been reduced accordingly.

†The figures for 1974–75 to 1980–81 have been revalued to 1981–82 settlement prices; provisional entitlements for 1982–83 are given in cash.

For 1974–75 to 1980–81, the table shows domestic element, needs element and the resources element that remained in the City after precepts had been taken. Final entitlements are shown for years until 1979–80, and payments made by 19 March 1982 for 1980–81. For 1981–82 and 1982–83, the table shows domestic rate relief grant and block grant. Estimated entitlements at first supplemetary report stage are shown for 1981–82. The 1982–83 figures are the grant claims at budgeted levels of expenditure; these will be subject to further checking and to a close-ending adjustment; initially a proportionate reduction of less than 1 per cent.
