§ Mr. Nott:At the meeting of the NATO nuclear planning group at Gleneagles on 20 and 21 October, Ministers noted with concern that the imbalance in favour of the Soviet Union in long-range theatre nuclear forces has not only continued but worsened. Against this background they emphasised that NATO will continue to move ahead with the December 1979 two-track decision to modernise the Alliance's long-range theatre nuclear forces while seeking arms control negotiations with the Soviet Union on theatre nuclear forces.
