§ Mr. Pawseyasked the Secretary of State for the Home Department which local authorities have said they will not take part in civil defence exercises; and what steps he proposes to take to provide civil defence for these areas.
§ Mr. Mayhew:Local authorities are not required to notify the Home Office if they decide not to participate in local civil defence exercises. Cleveland, Derbyshire, South Yorkshire and West Yorkshire county councils have declined to take part in "Hard Rock 82", a national civil and military home defence exercise which will take place from 29 September to 5 October 1982.
355WFailure to participate in exercises does not mean that no civil defence planning takes place in that authority.
