HL Deb 27 October 1981 vol 424 cc1061-2WA
Lord Gardiner

asked Her Majesty's Government:

Whether the Home Office circular of 18th February 1976, published in The Times of 2nd October, 1981 providing, in the event of atomic war, for capital punishment without trial by jury or a right of appeal, remains part of the Government's Civil Defence policy.

Lord Belstead

I will write to the noble and learned Lord giving a description of the likely system of the administration of justice in a post-nuclear attack period and I will enclose a copy of Home Office Circular No. ES 3/1976.
