§ Mr. Hooleyasked the Lord Privy Seal whether the United Kingdom is represented on the governing body of the Inter-American Development Bank; and, if not, by what means Her Majesty's Government are able to influence the allocation of British aid funds channelled through that bank.
§ Mr. Hurd:Yes. My right hon. Friend the Minister for Overseas Development is the United Kingdom's governor for the bank. We are also represented on the board of directors, together with seven other non-regional members with whom we form a single constituency, by an executive director.
§ Mr. Hooleyasked the Lord Privy Seal what allocations have been made from the British aid programme in 1979, 1980 and 1981 to the Inter-American Development Bank; and what information he has as to disbursements by the bank during that period to Cuba, Guatemala, Nicaragua and El Salvador.
§ Mr. Hurd:The United Kingdom disbursed £6.098 million in 1979 and £7.004 million in 1980 to the bank. It is not yet possible to indicate how much will be disbursed in 1981.
Cuba is not a member of the Bank. Disbursements to the other three countries from the Bank's funds to which the United Kingdom now contributes were as follows:
El Salvador 11.8 9.7 Guatemala 13.6 14.5 Nicaragua 13.0 16.9 Disbursements for 1981 will not be available until the bank's 1981 annual report is published early next year.
