Mr. Hooley

asked the Lord Privy Seal whether the United Kingdom is represented on the governing body of the Inter-American Development Bank; and, if not, by what means Her Majesty's Government are able to influence the allocation of British aid funds channelled through that bank.

Mr. Hurd:

Yes. My right hon. Friend the Minister for Overseas Development is the United Kingdom's governor for the bank. We are also represented on the board of directors, together with seven other non-regional members with whom we form a single constituency, by an executive director.

Mr. Hooley

asked the Lord Privy Seal what allocations have been made from the British aid programme in 1979, 1980 and 1981 to the Inter-American Development Bank; and what information he has as to disbursements by the bank during that period to Cuba, Guatemala, Nicaragua and El Salvador.

Mr. Hurd:

The United Kingdom disbursed £6.098 million in 1979 and £7.004 million in 1980 to the bank. It is not yet possible to indicate how much will be disbursed in 1981.

Cuba is not a member of the Bank. Disbursements to the other three countries from the Bank's funds to which the United Kingdom now contributes were as follows:

El Salvador 11.8 9.7
Guatemala 13.6 14.5
Nicaragua 13.0 16.9

Disbursements for 1981 will not be available until the bank's 1981 annual report is published early next year.
