asked the Secretary of State for Transport whether he will introduce legislation to ensure that all new road vehicles are fitted with alcoholmeters, as at present being operated by the police in certain districts, including Cambridgeshire.

No. Drivers should know the provisions of the law on drinking and driving and it is up to them to decide how best to ensure that they do not commit an offence.
