§ Mr. YoungerI have announced today the appointment of Mr. Robert Cowan, Director of PA Management Consultants in Hong Kong, as Chairman of the Highlands and Islands Development Board for a five-year period from 1 February 1982. He will succeed Rear-Admiral D. A. Dunbar-Nasmith, who has served as Chairman since 1 February 1981. I am grateful to Rear-Admiral Dunbar-Nasmith for the efficient and effective way in which the board has operated during his period of office; and I have appointed him to part-time membership of the board from 1 February 1982 to 31 October 1983.
