§ Mr. StanleyOverall there has been a substantial increase in the number of sales completed under the right-to-buy legislation in recent months and there is evidence466W of a strong upward trend. In those authorities where progress does not appear satisfactory my right hon. Friend is taking steps to establish for the purposes of Section 23 of the Act whether tenants have, or may have, difficulty in exercising the right to buy effectively and expeditiously.
