§ Mr. Kenneth ClarkeIn deciding the distribution of transport supplementary grant, my right hon. Friend takes account of the whole of each county's transport proposals. Each county council is free to allocate the grant, together with the other funds including rate support grant available to it, in accordance with its own assessment of local priorities and knowledge of special needs such as that mentioned by the hon. Member.
