§ Mr. David HowellWe have consulted a wide range of interested organisations and individuals on our proposals to improve and extend the fixed penalty system which were largely based on the recommendations of the inter-departmental working party on road traffic law. We have had a full response, and I hope to announce my detailed conclusions shortly.
