§ The Prime MinisterAdditional prison accommodation will be provided over the next decade by the programme of prison building and redevelopment to which the Government are committed. My right hon. Friend the Home Secretary will be proposing measures to supplement the welcome trend towards shorter prison sentences for certain categories of offence. It is that trend that offers the best prospect of achieving a sustained reduction in the level of the prison population.
