26WHer Majesty's Government are happy to extend our cooperation with the United States authorities in their attempts to suppress the serious problem of the trafficking of narcotic drugs, as set out in the exchange. I should emphasise, however, that this agreement should not be regarded as a precedent for the conclusion of any further agreement affecting British vessels on the high seas.
