Mr. Whitehead

asked the Secretary of State for Education and Science whether, in view of the heavy unemployment among 18-year-olds, he will ensure the university system is not financially penalised by deductions in the recurrent grant if the university system exceeds the target of student numbers.

In planning expenditure on higher education the Government must estimate the number of students there will be for awards purposes. If, for any reason, that estimate proves too low the plans must be looked at again, but that does not necessarily imply that there would be any change in the Government's grant to the university Grants Committee for universities.
