asked the Secretary of State for Social Services what is his estimate of the annual saving that would be made if a shortfall of (a) 2 per cent. and (b) 1.5 per cent. in the current year's uprating of short-term national insurance and supplementary benefits and child benefits were not made good in November 1982.
