§ Mr. Murphyasked the Secretary of State for the Environment if he will consider regarding horse breeding as a non-agricultural use of land when applying planning guidelines.
§ Mr. Giles ShawIn planning legislation the use of land for agriculture is not development requiring planning permission. Agriculture includes
the breeding and keeping of livestock (including any creature kept for the production of food, wool, skins or fur, or for the purpose of its use in the farming of land).This would not normally include the breeding of horses, for which planning permission would normally be required. I have no plans at present to seek a change in this legislation.
