Whether the terms of reference of the inquiry into the Brixton riots are wide enough to include inquiries into the alleged attacks on press photographers, including injuries and smashed cameras, by a minority among police officers.

The interpretation of the terms of reference is a matter for Lord Scarman. His inquiry does not, of course, alter the general provisions that anyone who wishes to make a complaint against the police should write to the chief officer of the force concerned, so that the matter may be investigated and considered in accordance with the statutory procedures.
