asked the Secretary of State for the Environment what steps are being taken in the building regulations for council houses to make greater provision for the handicapped and disabled.

The building regulations apply to building generally and do not include requirements for special facilities for the handicapped and disabled.

Provisions for the handicapped and disabled in council dwellings is a matter for local authorities, but we have asked them, in making decisions on their housing programmes, to take full account of the requirements of those in special need.
