§ Sir Ian GilmourThe restrictions on Community agricultural exports to the Soviet Union imposed in January 1980 were in direct support of the United States partial grain embargo. The lifting of the United States embargo by President Reagan on 24 April removed the basis for the Community's action. The Community therefore concluded on 30 April that the Council decision of 15 January 1980 should no longer apply. Most of the restrictions have therefore been lifted.
