§ Mr. Wyn RobertsThe sale of council houses under the right-to-buy provision is not a voluntary scheme which we would need to promote among local housing authorities. It is their clear statutory responsibility to implement this right. We have, of course, given wide publicity to the scheme. A booklet has been widely distributed, and the scheme has also been publicised on television and radio and in the newspapers.
