§ Mr. Geoffrey FinsbergAn individual authority's allocations for the two years cannot fairly be compared because in 1981–82, unlike 1980–81, the authority can incur expenditure additional to its allocation an account of capital receipts. Sheffield's percentage share of the total allocation for the Yorkshire and Humberside region has however been increased from 11.2 per cent. in 1980–81 to 12.1 per cent. in 1981–82.
