asked Her Majesty's Government:

Whether the United Kingdom has signed the United Nations initiated convention banning the use of weapons which cause excessive damage and which are non-selective and indiscriminative, and whether the convention has been signed by the United States of America and the Soviet Union.

The United Kingdom signed the convention on 10th April, which was the opening date for signature. The Soviet Union also signed. The United States has yet to do so.
