asked the Lord Privy Seal (1) what response the Secretary of State for Foreign and Commonwealth Affairs received to his representations to the Japanese Government about the effect on jobs of the adverse trade balance in manufactures with Japan;

(2) why the Secretary of State for Foreign and Commonwealth Affairs concluded that the trade balance in manufactures with Japan has an adverse effect on employment; and if he will make a statement.

The adverse effects of Japanese exports on employment in the United Kingdom arise from their concentration in a few sensitive industrial sectors. In discussion with my right hon. and noble Friend Japanese Ministers contended that unemployment in the United Kingdom had wider causes, but they said that they recognised the need to export in a prudent manner.
